Can someone with government law tell me how John Hinkley can manage to get all these passes?

For petes sake he tried to kill the President of the United States,is it because they have him in the nut house that he is getting all these visits with his parents?And now they are wanting him to get more?

He was found not guilty by reason of mental insanity or defect and sent to a mental facility. His passes and the eligibility for them is now the responsibility of the facility, not the government or the law.
