i have a 1989 pontaic firebird v6 and for the past few days when i start it it takes a lil bit longer then what it usaully does everything is fine on it but is it because the starter is goin out or just that its to cold outside for the engine

Check the battery, if it aint that it will be your starter. Cold weather makes it heavier too.

Fuel pressure regulator? Fuel pump relay?
