He may or may not be a true friend. Outward behaiors like this are not necessarily a good indicator of true friendship. Your friend Al is insecure and he covers his insecurities by making fun of others.

some times friends tease you about the things they find endearing about you sometimes people use these jokes to bring the friendship closer together. what separates teasing from making fun of you is how it makes you feel. if someone makes you feel bad about yourself then they are not much of a friend.
if you catch this person in the act correct them and say they are doing it to much and you don't like it , if AL continues then AL is not a friend, hope it work es out

A true friend would support your decisions. He is probably jealous, but if he is constantly making fun of you, why would continue to hang around this person?

It depends upon the context of your friends jokes. Are these joke meant to harm you or are they simply designed for a humorous effect and not a harm full one. Friends will joke with each other showing their level of comfort with each other. However, if you are honestly hurt by these jokes you should tell your friend. I am sure if you voiced your sentiments he would understand. Just do not do so in a condescending manner. He is your friend.

it really depends on how he makes fun of you. is he being mean and degrading you ? or is he being silly and saying things that are in no way possible for you to be. if its the second answer then hes being flurtasious and likes you and isnt mature enough to express himself. but if its the first answer and hes making you feel bad about yourself then hes mean spirited and doesnt respect you and im sure that has to do with the way his family is. dont try to be his counselor. hes needs to grow on his own like we all do and there isnt the proper advise you can give him because you are not able to understand him already. im not insulting you, please understand that.
