i viewed the property and it is in what looks to be a fit state the tennants have just moved out,its a 1st floor flat,has a heater,needs d/g but thats all

If you are talking about an apartment, the standard is unfit for human habitation. Practically, that means it must have a roof, walls, heat, running water and a functioning bathroom. No standing water either. You should give more details about your situation so people could give more helpful answers.

you can find propertys that some people would class unhabitable just because there absolute s**t holes.. but thats depends on what your used too.. but generally its one of these
no services.. gas.. water..electric..toilets.. etc
or rat infested..roach infested.. etc.. also no roof may cause you to class it inhabitable..basicaly you couldnt or wouldnt live in it, in its presant state
