They cannot blow their noses until they are 2 or 3 years old......
Regular aspirators do not work.....
you have to get the baby vac.......available on the website or at the baby/toddler shows (that's where I purchased mine)
they use this in hospitals.......

this helps prevent further infection like ear or sinus infections....
clears them right up.....
I love this thing!! It works! and my daughter is so much better....
for now keep your baby upright so it's easier for them to breathe........and try some Vick's.......put a layer of Vaseline then the Vick's.......unless you have Baby Vick's vapo rub......
also bathe them in the Johnson's Vapo Bath......and I believe there is cream for that too......
use a humidifier as well to moisten the air.......like Vick's Vaporizer and SALINEX too.

Put some of the Baby Vick's Vapor Rub on her chest about 15 minutes after you give her a warm shower with steam. That will help her breath at night. Give her some Tylenol or Motrin to help her get rid of the cold.

She is only 11 months old she doesn't UNDERSTAND the concept of blowing her nose. Get a vaporizer for her room also use the bulb syringe that you SHOULD have in your medicine cabinet that is what it's for.

it is all about the nose sucker. she is too young to learn to blow yet. if she could every parent's life would be so much easier. get one of the aspirators (like the one they gave you in the hospital) and some saline solution. put a few drops of the solution in each nostril, wait about 30 seconds (she isn't going to like it) and aspirate the solution out. the saline helps break up the snot all up in the nose. it will make life easier even though she will probably through a fit! love hurts. good luck!

Before bed, but after her bath, take her in the bathroom.
Turn off the fan (if there is one), and turn the shower on, with the water all the way to hot.
Then sit there on the potty with her on your lap, while the room fills with steam.
The steam will help break up the mucus, so she can breathe.
(I know, this isn't what you asked for, but it will help. I still haven't been able to get my 21-month old to blow.)

That's going to be difficult to get her to blow her nose. Try placing your fingers at the top of her nose and squeezing the snot out. Or, keep a bulb syringe on hand and suction it out.

Usually pediatricians give nasal drops. What about steam inhalation? That is if you have one! If none then bring her to the pediatrician.
If any of you has colds, dont kiss the baby. If the adult who has cough or colds needs to be treated, better consult your doctor. Usually , babies get their upper respiratory infections from the one who takes care of her.

Close her mouth so that she has to breath through her nose and maybe some stuff will come out and you can wipe it, then praise her about getting some of it out and it may encourage her to blow a little.

Your probally not going to be able to get her to blow her nose, so you need to go buy a bulb syringe and suck it out and I would suggest getting her a decongestant as well.

what really helps is to get a humidifier and put it in her room at night.It helps her to breathe becuase you put vapor rub in it too.
