If it's an oil furnace, you could have a clogged nozzle, or your transformer isn't working. Your transformer produces a spark which ignites the oil. Also, oil tanks are fitted with a filter, similar looking to the one on a car, this can also be clogged where as the oil turns paste like when it sits for a long period of time.
Replace the nozzle and filter, total cost is about 10-15 bucks.
If your going to attempt to replace the nozzle, 1st shut the power off to the furnace, make note of the settings on the gun and once you remove the gun from the furnace, note the exact location of the two electrodes that are located just above the nozzle. The transformer produces a spark across these, which ignites the oil and must be set at a certain distance from the nozzle. Replace the nozzle, position the electrodes back to their original place, and attach the gun to the furnace. Turn power back on and press reset button and hopefully it lights.
Oh, and keep an extra nozzle on hand, because it seems like mine always gets clogged on Sunday night when the temp is freezing, and you cannot get a service tech out.

If you have a pilot light, check that first.
If the pilot is lit, look for a heat sensor just
above the pilot. When you turn on the heat,
the pilot light will slightly increase in size to
touch the sensor. It's job is to sense the heat
and open the gas valve to feed the burner.
If it's bad or in the wrong position, it will not
open the gas valve and feed gas. This is a
safety feature. You don't want to feed gas with
no ignition point or it will find it's own.
If you have a glow bar ignitor, you should see
this get red hot to ignite the gas. You can visually
check for breaks or cracks or use an electrical
multi-meter to check for continuity. If it doesn't
glow, the gas will not feed. Hope this helps.

Check to make sure the pilot light is lit, if it is a gas unit. The furnace will come on and run blowing cold air. The burners will not ignite if the pilot light is not lit.
