Cuz they're mean, selfish little rodents. Cuz everybody knows that Trix are for kids.
Dragon would give the rabbit some trix, because the rabbit is prolly a kid at heart.

It's a metaphor for the totalitarian state. They want to ingrain segregation and a police state ideology into children's minds as a way to keep control over them when they are adults. Or they just want to make the cereal seem so good, everyone wants some.
