You could use safety pins if you don't want it to be permanent, or also you can buy a gauze-looking type stuff; it's like a long strip in a roll and you can get it in different widths, like 1/2 inch, 3/4 inch, etc. Put it inbetween the layers of fabric, iron, and woila!

There is a product : Heat n Bond , iron on adhesive hem.
You just follow the heating directions on the package and iron this on the fabric. fold the fabric over for your rod, and it sticks.
I have also just used pins, which works a little better to give an easier bunching at the top of the rod.

Glue gun or self stick velcro. You can get grommetts from the hardware store, but sewing might actually be faster than that. If you are really stuck, you could probably use a stapler, but I dont' think it would look too good.
