go to target and get a make up kit. they are about 5 dollars. then dig into the old clothes. is your child a girl or boy??? that might have some say in what costume you choose. just be creative and use your imagination and things you already have at home.
oh you may want to try thrift shops too. i got my daughter a witches costume for 2 dollars.

*dress in all purple and blow up purple balloons and tape all over - a bunch of grapes
*wear a white sweatshirt and sweatpants, tear strips from an old white sheet and tape on end on and wrap...........mummy
*static cling - wear solid color sweats and sweatshirt, perhaps white, pin on various aricles of clothing, socks, wash cloths, and bounce sheets
*scarecrow- wear a plaid button up shirt, jeans or overalls, straw hat and gloves, use raffia (from a craft store) and tape or glue it to the cuffs of the sleeves, the collar, the bottom of the jeans and around the hat
*a dresser- buy a cardboard 3 drawer dresser from walmart, cut a hole in the top for the head and arm holes, add some foam to cushion the shoulders, hot glue the drawers open with various clothes hanging out each, hot glue a doily and brush, etc. to the top and the child wears a lampshade on her head!

Heck, put on make up, pajamas and rollers in their hair. Flannel shirt and old ripped jeans with make up looking like a Hobo. Go to the dollar store and look around you could get stuff as cheap as you want.

Hell man that will get a good costume where I come from!!! But for sake of being broke try a blue sweat suit with red underwear over them and a superman t-shirt, with a red cape instant superman!! Good luck

You could dress him/her in one of those big Hefty garbage bags and place crumbled up newspaper all in the bag and make the child go as a bag of garbage. Or you could dress him/her in all pink and go to the dollar store and find a small plastic chair and a ballcap. Attach the chair to the hat, and your child could go as gum under a chair!

it is easy to make him a man from in the army. get a camouflaged shirt, with light brown pants. a camo hat, cap gun (filled with caps and reloads, makes it more real) and maybe flashlight to go a belt, etc. make sure the boy acts suspicious
