Some writers use the term vinculum for the horizontal fraction bar. This term originally applied to the mark when used as a grouping symbol. Fibonacci used the Latin word virga for the horizontal fraction bar.
The diagonal fraction bar (also called a solidus or virgule) was introduced because the horizontal fraction bar was difficult typographically, requiring three terraces of type.

"Vinculum" is correct for the horizontal line. There are a number of terms for the diagonal line, including solidus, virgule, slash mark, stroke, and some others. A bunch are given in the second link below. I've never heard the term, fraction bar, or some of the others mentioned here in your Answers, but nearly all of them sound OK to me --except that "obelus," below, means something else (See the 3rd link.)

in a fraction such as 5/8 the line is called either the "solidus" or the "virgule", ____if you are referring to the symbol used in long division) the symbol is alternatively called a "long division symbol ,"or a "parenthesis attached to a vinculum". in a fraction such as where the line is horizontal the line is a vinculum and in a division problem -:- it is an obelus.
