They are brothers according to the article below-

"WGN's Tom Skilling: Family devastated by brother's plight
Chicago Sun-Times, May 27, 2006 by Eric Herman

One day after a jury convicted his brother for contributing to the collapse of Enron Corp., WGN-Channel 9 weatherman Tom Skilling said his family was "devastated" by the verdict.

A federal jury in Houston found Jeffrey Skilling -- the former chief executive of Enron -- guilty of conspiracy, fraud and insider trading. Enron's 2001 collapse erased $68 billion in stock market value, about $2 billion in pension money and 5,600 jobs.

"This has been like an ongoing five-year nightmare, and apparently it's not going to end any time soon," Tom Skilling said Friday.

Jeffrey Skilling is to be sentenced on Sept. 11.

"Now we face the prospect of my brother going to jail for the rest of his life. If anybody told me we'd have to deal with this . . . It's like something out of a novel or something," Skilling said.

Skilling, 54, is just a year and a half older than Jeffrey. They and two younger siblings grew up in Westfield, N.J., before the family moved to Aurora".

I checked several sources, and the answer is indeterminate. He has participated in Chicago's Gay Pride parade, but so has Mayor Daley who is very straight albeit a strong supporter of Chicago's gay community. Few people I've met have more passion about their career than Tom Skilling.
