Any country with terrorists could potentially hurt us although some are obviously more of a threat than others which is why it's always a good idea to have at the very least diplomatic relations with as many countries as possible even N. Korea/Iran because if major problems arise and you can't talk directly to them the problems will get only get worse (nuclear weapons worse).
We also have to have good relationships with as many foreign countries to win the war on terror because most if not all terrorists come from foreign countries. Every major terror threat against the US since 9/11 has been stopped by US intelligence agencies working with foreign intelligence services.
Wars in Iraq do little to stop terrorists (and may make things worse). Intelligence (US & Foreign) will win the war on terror and protect America and if the money to fight the war in Iraq was used instead for Homeland Security it would work even better than it already has.

USA seems to be hurting us the Most.
If you heard of a countries name before, either it's the least likely or more likely one of the capable.
I don't think any country is in the mood to waste time on us right now. Why break agreements and all that Jazz to destroy us when we are already tarnishing ourselves. The other countries would likely just end up whineing " I was hopeing to do that,.. you know that,.. oh COME ON,... you were at the end of the line for slapping the USA"
And alot of countries people picture as Third World Countries are actually much better off now and the origin of the weapons so they could "hurt us".

Most all industrialized countries have the potential, but most don't have the will. North Korea seems to have the will but not the potential - yet. Iran might have both soon also.

China, Korea, and Russia. But possibly a terroist attack can happen by people in our own country so you should not be ruled out there are terrorist in our very own country.

depends on what you mean by "hurt."
some countries could get their licks in on us, but none have the capacity to win a war against us.
of course if the democrats win the next election, that could change... they are weak on defense and the world knows it.
the terrorists are hoping we'll vote democrat...
