Because she is afraid that Juno will incite that wrath of the Phoenicians against Aeneas. Remember, she is mad at Aeneas because of the prophacy that one day the Trojans will destroy her favorite city Carthage. So she sends down Cupid in the form of Aeneas' son to make Dido fall in love with Aeneas-so she (Queen of the Phoenicians) can't be mad at him.
