It is simple, because the ones in power only give tax breaks to the wealthy. Dennis Hastart said that people earning 40,000/yr with two kids, don't pay taxes! So he believes you don't need a break! He is the Speaker of the House!.

Because some people are so lazy, they want the government in every aspect of their lives. They don't want to make their own decisions. So, they go along like sheep to a shepard.
