when fat soluble substances move through the bilipid layer of the plasma membrane, is it through simple diffusion?

It is passive and it is simple diffusion. Active transport would be when a substance needs to do a little extra work to get through the membrane. An example would be when a substance needs to "ride" on something eles like a protein to get through the membrane.
