People started eating meat in the earliest days of humanity. It is impossible to say when. Anthropologists tell us that the roots of the human race lie in Africa, so that is where people first started eating meat.

If anything, meat was the first kind of diet people had. Agriculture was a technological advancement that is relatively new, last 25-30,000 years) for humans. The first humans were hunters and gatherers not farmers. When agriculture was discovered the intake of meat went way down, probably because it was difficult to keep meat fresh or preserved therefore it became time consuming and costly to cure it and salt it. Plants, grains, and wheat were much more efficient, and they were better for one's diet. Only with refrigeration did meat return to the lower class diets but it has always been a staple of the wealthy.

So far back in time it's out of memory. But an educated guess would be about seventy milliniums ago. Nuts,berries and tubars were eaten as well but; all the organic foods were gathered and taken as it grew wild.
