All blood is red inside and out.

There are differences in color, depending upon which part of the circulatory system the blood is travelling.

Venous blood is generally a darker red, as it is depleted of oxygen and nutrients, and has picked up CO2.

Artierial blood is brighter red, as it is oxygenated by the lungs.

"Blue" is simply a useful color distinction in medical texbooks to differentiate parts of the circulatory system. The blue hue you see in the veins of your body from the outside has more to do with the reflection of light against venous tissue.
