Property taxes...if a community is lucky enough to have large businesses in their school district, those property taxes go to help fund school districts. Municipalities also use those taxes for road construction/improvement, paying city employees (such as police and fire), etc.

I think this answer depends on the locality. If the community has many homes, then probably property taxes.
If the area is a commercial area, then sales tax.
So it really depends upon the demographics.
