Dilated means become wider- So yes a women can get pregnant if her fallopian tube is dilated. If her ovary on one side is removed she can still get pregnant from the other ovary. But it is less likely because she has one less ovary.

The odds are really bad, but yes, it's possible. As long as she has one tube, one ovary, and a uterus, pregnancy is theoretically possible.
