Yes y not u will get personal loan, only u have to submit lease agreement copy to bank as well as ur income proof and may be ur native address proof.

If you have some kind of collateral you can also get a loan. I have gotten loans for $500 and $1000 for no collateral. Go and talk to the loan officer at the bank you want to use and ask them what the criteria are.

sure you can, people get cars/credit cards all the time who arent homeowners. However, just know you become much more eligible to lenders when you have more collateral and a house is exactly that collateral. So it really depends on what else you own, what your credit looks like and how much your looking to borrow.
