you can get confirmation it has been recieved but not if it has been read

Yes and no. Almost all e-mails get delivered, but many don't get read. Generally if an e-mail is undeliverable (usually because a server is down, a mailbox is full, or you misspelled the recipient's username), you will almost immediately receive an error e-mail telling you things didn't go through. Unfortunately, many spams and viruses disguise themselves as mail failure e-mails, so it's not normally wise to open these.

If there's a question as to whether things are being delivered, sending a copy to yourself (particularly at a different e-mail address than the one you sent it from) will usually provide confirmation things are going through.

As others have pointed out, many e-mail programs allow you to request a receipt. What happens when you do this is a pop-up appears when the recipient opens the e-mail stating that the sender has requested a receipt and asking if they want to send one. I personally find receipt requests (and pop-ups in general) annoying, so I almost always click "no".

A lot of busy people delete many e-mails without opening them. If you don't want yours instantly deleted, your best bet is to make sure you choose a subject that clearly identifies the purpose of your e-mail, rather than something cute or pointless. Also state your point quickly, avoid using chatroom abbreviations, and specifically request a response. If you don't get a response, follow up by phone or with a traditional letter.

Which email client do you use?
If you use Outlook Express, click on Tools at the top of the window then Options. Next click the Read tab and select the box that says ''Request a read receipt for all sent messages''.
Simple as that :-)

If you use outlook, you can go to email options under tools, and request that you are sent a confirmation that it has been received AND when it is read. However, later versions of outlook also tell the reader that confirmation is about to be sent back to the sender, and allows them to cancel the confirmation as a one off, or permanently.
Also you cannot do this to retrospective emails.

Their is a way, I have someone do this to me. I have to answer if I dont mind the other person being notified that his email has be recieved.
It might only be with paid email accounts.

Some e-mail providers allow you to check the status of the mail you've sent and this can tell you if it's been read but it really depends who you use. It sometimes also depends who you are sending the e-mail to- if it is to someone not using the same e-mail provider as you might not be able to get the inormation you require.

You can set up a receipt for your emails in Outlook

depends what email programme you use. Outlook has receive AND read reciepts. Don't think you can do it with internet email accounts such as hotmail etc

yes there is

a programmer gave me the coding a while back.

you can add it when you write the email and then you get notification of when they opened it and from what ip address it was opened.

damned if i can remember the coding for it i never used it but i will e mail you when i find it if your profile allows it.

You can ask for a receipt in tools on your email.
