Elanor Roosevelt. She almost single-handedly started the feminist revolution by being outspoken, advocating using women in factories during WWII, and adding women's corps to the Army (WAC) and Navy (WAVEs). She was definitely NOT your 'serve punch-and-cookies' first lady.
Also, she assisted Harry Truman during those times FDR was out of commission for his polio, and continued to advise him after FDR died and Truman took office.

Jacki Kennedy/Onassis, she was very popular, and in the time of national crisis showed much strength even when her time was over she was a lady of grace and intriguing to the country.
