Hi Guys, Thanks for the help so far but,I need to add some extra info.
I used a laptop on a different adsl connection and I can get into ebay, but back at problem site, there is no firewalls stopping ebay. I think it might be the ISP, but don't know how to check, any ideas?

Are you in school? Some schools and employers have firewalls set up so students and workers do not go to sites that will distract them from their work.

Either your admin has them blocked or you have a virus. Cleanup instructions:

This is more effective in safe mode (F8 during the boot, pick safe mode with networking)

Go to Start>Control Panel > Add/Remove Programs and Uninstall what you can there. If they won't uninstall, you will get them later.

Do the free scan

Download AdAware and SpyBOT (available at http://download.com )
Install, update, scan and remove anything they find.

Update and run your virus scanner http://free.grissoft.com if you need one.

Defrag the drive, reboot in normal mode and rescan to make sure you got it all.
Download and install all Windows updates when you are done. (Internet Explorer > Tools > Windows Updates)

May Be you are using Filtered Ip...Or u Have problem With Your DNS Server

sounds like spyware or adware or your firewall, run your spybot or whatever spy program you have. also delete all offline content and cookies sometimes that helps

your ISP is blocking them....
if your at work or school this isn't unusual.
