In both questions both "technicians" are wrong.
Neither Technician A nor Technician B is correct
In the intake stage the intake valve is open and the piston is moving down (not up). The power stage follows the compression stage which follows the intake, so power is not directly after intake. .
The total volume of all cylinders in the engine displacement, not the compression ratio. The twisting force is torque, not horsepower.

Question 1-tech a...on the intake stroke for either 2 or 4 stroke, the piston is moving down (sucking) air in...but yes the intake valve open
Question 1-tech b...following the power stage is the exhaust stage in a 4 stroke...in a 2 stroke...after the power stroke, is the intake stroke, as it uses the intake motion to exhaust the gases (essentially)
Question 2 - tech A - while the volume of A single cylinder is needed to calculate compression ration, you also have to know the a bunch of other stuff (see the link)
Question 2 - Tech b...the tech is referring to torque...Engine Horsepower is a measure of the engines ability to do work per unit time and work per time is the moving of a weight some distance in a given amount of time
