I need to know who to contact for substandard conditions in a rental with a senior citizen. He has COPD @ emphizema and is on oxygen 24/7.

conditions in a rental? are you talking about rental equipment or apartments? either way, talking to the county social worker could help you get directed for your patient's care, you could also talk to the doctor's nurse, good luck
