Change your decimals to whole numbers. Suppose you have N/D, which are any number, including decimals. So you are dividing N by D here.

To change D and N into whole numbers just multiply both the denominator (D) and the numerator (N) by some multiple of 10. Make sure you multiply both D and N by the same multiple; otherwise, you will get the wrong answer.

The reason this works is because when you multiply both D and N by the same number, you are really multiplying the N/D ratio by one (1.000). That's because Q/Q = 1; so, (NQ)/(DQ) = (N/D)(Q/Q) = N/D Q is the multiple of 10 (e.g., 10, 100, 1000, etc.) to make both decimals into whole numbers.

EXAMPLE: .333/.1 = (.333/.1) X (1000/1000) = (.333 X 1000)/(.100 X 1000) = 333/100 = 3.33; where our Q = 1000 so that both decimals become whole numbers

Move the decimal to the end. You may need to add zeros to the number your dividing, but you need to move both decimals the same number of times.

express the decimals in standard form

For a>b for a/b,

0.23/0.012 = (230 x 10^-3) / (12 x 10^-3)
= 230/12
=19.1

For a
0.029/0.25 = (29 x 10^-3) / (250 x 10^-3)
= 29/250
= 0.12

get rid of the decimals by suitably multiplying the Nr and Dr by multiple of 10
example
0.8967/0.00093
we have to multiply the Dr by 100000 to
get rid of the decimal.so multiply both the
Nr and Dr by 100000
so you have 8967/93 and successfully got rid of the decimals

I think your question can better be explained with an example ~ say 0.1/0.2
0.1 can be written as 1/10
similarly 0.2 can be written as 2/10 ie., 1/5

Now our problem can be written as (1/10) /(1/5)
= 1/10 * 5/1 = 1/2 = 0.5
