Companies no longer offer lasting careers to most employees. After so many mass layoffs, so many lawsuits and so many jobs outsourced, HR people have become stone-faced.
They agree with everything you say and everything the boss says and they really have no opinion. They have been dehumanized by the abusive practices of CEOs.

Its all about first impressions. If they're going to seem lifeless and out of it, what would motivate you to work there? Yeah, they have to sound cheery and excitied about hiring new workers. Some people who enter in to HR are generally excited and people people.. others may put up a front.

They are acting too hard trying to make themselves believe they are happy all the time. And, some overdo the outgoing-friendly to you stuff. In addition, some may have the most boring job so they try to act otherwise.
