Because society has put women on a lower scale then men.
Men get to be somewhat comfy, and WARM. While a woman feels she has to be clothless and freezing her butt off. But most women say they like it and love to be half dressed (brain washed). Poor souls do not no any better!
Women are there to be eye candy for men, nothing more! A women who shows up in professional attire intimidates men. Some not all but some men actually like a women who will dress nice and not be clothless...of course this is not the women the "guys" talk about....

A large majority of women's dressy dresses are sleeveless. Is there a problem with that? Check any fashion magazine or website and you will see how women dress for parties. Is it a problem for you? Men would look a little strange in sleeveless shirts attending a party, but if it makes you feel better, have at it.

It's proper for men to initiate, so women show more skin to encourage them to do so.
