My lady, I am a Brit, but these ideas of mine (which are based on actual UK practice) may work in USA also.
1. State schools - they are funded by the local authority, but hire out rooms and halls for additional income, and for nominal fees (whilst independent schools charge much more).
2. Scout halls - I know a popular north London, monthly night club that operates from a scout hall from 9 pm until 6 am (almost unbelievable, but true!).
3. Church halls - again they tend not to rely on hall hire, and so charge a nominal fee.
4. Community halls & meeting places - again another possibility.
You will need to be aware of American legal requirements, especially licensing (which may limit the time by which your party must end). Here those requirements include (temporary) liquor licences, public liability insurance, entertainment licences, and music broadcast copyright licences.
It sounds much more complicated than it really is. How I wish I could be at your party!
