Well.............sad to say, you can't teach a goldfish to sign oppressive bills passed by the Republican controlled Senate and Congress. If you could do that, it would be a toss-up. The fish would cost the U.S. much less to feed and maintain, but there would be the added expense of buying a bullet proof fishbowl. On they other hand it wouldn't be able to say dumb things or put it's foot in it's mouth during press conferences. we could use a dolphin to translate instead of the current press secretary. Yeah.......... I could see where the tax payers could benefit from having the goldfish. Has anyone called Sea-World to see if they can train one for the job?

Depends on the brand of goldfish. I think Pepperidge Farm is a pretty smart brand, but I would say that a generic made for Walmart would not be smart.
