suppose I am in an area where the route consist of abra, kadabara, machop, machoke, tangela, donphan, and meowth.

If I battle all of them randomly, will I get the EV points of the last pokemon defeated to level up, or will I get the EV points of the average pokemon battled?

Plus how do I get an specific EV point like i want to raise a chansey to focus on her defense stats, how do I do that and what kind of pokemon should I battle?

well, seeings that this is silver, a second gen game (yes, i'm well aware you're all about second gen...), EVs were sort of messed up. instead of a cap of 510 as in later games, you can put up to 255 EVs to each stat.

if i have a level 5 remoraid hatch from an egg, and use rare candies to bring it up to level 50, it will have gained no EV points. if i then go out and battle around the miltank area, and let the remoraid (by now, an octillary) get involved in fights that only have magnemites and raticates, it will get EV points for speed and special attack.

if my octillary defeated 14 raticates, and 12 magnemites, it will have gained (though i could be wrong on the actual amount of ev points) 28 EV points in speed, and 12 EV points in special attack.

if a fight is worth 1 EV point in speed, and all six pokemon are involved in the fight, each pokemon will get 1 speed EV. unlike exp, EVs are not split amongst victors. lucky eggs do not double EVs. exp share also shares EVs as though the holder is directly involved in the fight.

for every 4 EV points in speed (and each other area), your speed stat will have one more point (when you reach level 100). if you are at level 49, have a clean slate, get 200 speed EVs, and then level to 50, you will not get 50 added to your speed (from level 49 to level 50), you'll get 25. it is dispersed evenly across the 100 levels. you can only get up to 255 EV points in ANY specific area, HP, Speed, Special Defense, Special Attack, Attack, Defense.

proteins, irons, and the like give 10 EV points, up to 100 EV points gained. after that, no more ...vitamins.. will be eaten.

by the way, chansey's defense is so low that even if you get it's def up those extra 63 points, it won't mean much.

when you have a specific pokemon that has drastically low stats next to drastically high stats, it's more worth your time to spend time increasing stats that are already incredible.

raise the hp more, and teach some type of physical countering move - and take advantage of the endure band. it's not always reliable, but when it works, you can literally destroy ANYthing. also, evolve into blissey for the better special attack score.
