A good website does not use glittery graphics, like the kinds you see on MySpace.

You can build webpages through manually typing HTML coding or by using web design programs such as Microsoft FrontPage or Macromedia Dreamweaver. Some web hosts come with their own web page builders, but they're not as powerful as independent programs.

Adobe Photoshop and Jasc Paint Shop Pro are two good graphic/imaging programs, though they are not free.

If you really want to make a good webpage, do not use glitters. They are cheesy to say the least.
You can view the source of most pages in your browser which you can save. Although I dont recommend stealing other peoples' content, especially if you do not know what you are doing and are not strong in html.
I suggest using programs like Dream Weaver or Front Page to build one. There are even alot of good templates to begin with. You can just add your content and can make some very nice pages.

To create the actual HTML pages, there are a few free editors to choose from. You might want to try one of these:
Try NVU - a complete open source program that features a WYSIWYG view in addition to providing reliable HTML code creation.

Another free HTML Editor is Page Breeze, found here: http://www.pagebreeze.com/

And you can also use the W3C's editor/browser to create and update documents directly on the web:

For the graphics, I suggest that you use Photoshop or a free equivalent called Gimp, and you can check it out here:
