The Bud Light creative team is by far the best I've seen. Year in and year out they consistently find a way to churn out creative commercials. The revolving door refrigerator, the guys "just there for the bud light" and of course the Real men of Genius spots are just a few of my favorites.
The BK spots are also pretty good where the King is superimposed over the NFL player.

Over the past 20 years, when taken as a whole, I think Federal Express has consistently had the most creative TV commercials.

I'm not entirely certain whether this meets your personal definition of creativity, but I think Honda's advertising in the last year or two has been nothing short of genius ("Can hate be good? Can hate be great? Can hate be something you dont hate?". Also, the man taking the journey from the tiny two-wheeler to hot air balloon.)
I have to say, though, that all mobile networks in the UK have been jumping on the same bandwagon of hippy-music, we're-so-unusual nothingness to promote their products. I find T Mobile especially annoying - every one of their last 3-4 ads has made me change the channel.

Miller Lite - Men of the round table! It's like a 30 second Man Show!
Plus aren't they the brand who had two girls fighting in water while they're taking off their clothes. That's one of the best commercials of all time!

Head On - the sheer annoyance factor has really paid off for them. They actually have one of the most downloaded cell phone ringers!
Old Navy - people dancing is always nice
Target - the red bullseye is unforgettable
Budwieser - historically a giant in advertising, but not so much anymore

Target has some good ones. I always remember theirs. I also like some of the Geico ones -- the one with those squirrels playing chicken in the road and then giving each other a high five when the car crashes is hilarious.

I have liked the Citi Bank credit card fraud commericals. Especially the one with the two old ladies sitting on the couch!
