I don't think you have a fear of driving because I am 38 and still don't drive because of the following reasons:
1) It is not in my budget. I am still poor. I sended myself to a community college and I am not where I want to be in terms of a career
2) Don't know how to maintain one if I had that kind of money. You have to know when to change the oil, when to take your car for a tune-up and all that other stuff. Who would teach me? No one.
3) Public transportation is easier for me to afford.
4) a lot of people I know drives if they go out a lot or they have to not because they want to.
So it depends on the individual themselves and their lifestyle. I don't go out a lot, but one day, I will learn and I have to rent a car, (on vacation spots)but now it isn't the time for me.

Take a driving class and take the test.
You should be more afraid of not being able to drive!!
Seriously.. What if something happened and you needed to get yourself or someone else somewhere (like a Hospital) or out of somewhere quickly...(like evacuate from a fire, hurricane, intruder in your home...God Forbid)
Your not being able to drive could mean the difference between life or death
Sorry to get all serious like that.. but it's a skill you NEED to have and continuously polish...
Go for it!!

try driving twice a day for a week. (between 6 or more hours apart)
to the store, and then later the same day, to a friends house.
only repitition, and the realization that nothing bad will come of you being behind the wheel will help you overcome your fear.

Go to a reliable driving instruction school or have someone you trust teach you. The best way to conquer a fear is to face it.
Good luck.

Practice in a quite area
get your confidence up a little and move into an area with a little traffic! PRACTICE HERE!!
then just keep upgrading your areas to practice in and in no time you'll be able to handle anything!
remember NOBODY is a perfect driver! we ALL need to get better!
Just relax and try to concentrate as much as possible---leave the cell phone and radio off!

i used to be a little fearful. Then I told myself, if those people who are dumber than me at work can drive, why can I?
