Maybe but more likely its something caught in the motor. Always work on it unplugged! First try disassembling it. On the ones with the bag from the back the place at the botton where the dirt enters the bag from the motor is the most likely culprit. Clean it out so that nothing interferes with airflow.
If you have a bagless sytem, check to make sure nothing is hung in the intake tube, you could probably use a straightened wire clothes hanger (make sure the belt and rollar bar are completely clean and free moving) Hair around the ends of the beater bar will often bust your belt along with dust build up. Use a flat blade screwdriver, a paint scraper or a butter knife to scrape off any dirt/dust/ floor freshener powder build up.
Shake the machine to see if you hear anything rattling inside,and if so try to get it out, if you can't take it to be repaired.
Also when you vacumn try to pick up all large items with your hands first. Pennies, or any coins, pocorn kernels, small pieces of toys, pine straw,nails, hairpins, needles etc. are things that can ruin a vacumn.

Check the beater bar [the brush roller the belt goes around] every 20 to 30 vacuums this roller needs to be removed which is simple, twist the caps off both ends, there you will see stuff like hair mainly. Under the hair like ball you will see 2 nickel size ball bearing disk that none of us oil or lubricate, so if not the belt then check this out before thinking of buying new.

Something is starting to burn, somewhere inside your machine. Take it outside and let it cool off. Then bring it in to a service center or little vacuume repair shop for a thorough cleaning. Most machines need annual maintenance now and since they cost an arm and a leg, the yearly fee of $30 or $40 is worth it.

make sure the spining brush is spining. very unlikly it would catch fire most often the belts just breaks and will not pick up dirt.

Yes, if the motor is seized. Will the motor turn with your hand? Even if it will, the smell was the winding overheating. Safest to buy another.
