do you always have to pay a decorator to just give you advice and suggestions which i deperately need does anyone do anything just because somes times or at least not charge so much find if you have the funds

I would have to say the age old answer is, "there is no such thing as a free lunch". although there are plenty of people out there with opinions. Depending on your dilema, maybe go to a furniture store, or nearby arts and crafts place. The people that work there are usually pretty creative and can lend advice. As far as working with an actual designer, most will probably charge.

Ask friends, relative, and the neighbors for free advice to decorate. They probably have great ideas. Check online.
