Owls are always the top consumer in a food chain.They are never preyed upon by other animals in a food chain or a food web.Owls in a food chain eat rodents like mice and voles,which eat grass and seeds.

The owl should be at the top of the food chain, but other raptors such as hawks and falcons can easily catch this slow moving diurnal (daytime active) owl, also foxes and other predatory mammals could catch this bird if it is on or low to the ground.

Try checking out this website, which puts hawks & owls at the tertiary or quaternary consumer level, depending on who ate what before them.

It is a consumer - it eats the mice...
which eat grains/seeds...
(which are considered primary producers as they get their food from the sun!)
