I want to leave dc on december 21st and leave tel aviv on january 3rd. Haven't found anything lower than 1300

You can call any travel agent and get the best price. Web sites can only access the ADVERTISED fares, but travel agents have access to a greater number of specials and unadvertised fares. AND using them costs you NOTHING.

Your best bet is go to a travel agency which specializes in the Middle East - Orbitz came in at $1,430 (taxes included) and has you leaving from DC and returning to Philly from Israel.

A charter flight will be a lot cheaper than regularly scheduled flight - my parents came home from Greece on a chartered flight full of Orthodox Jews - the flight left Israel, made a stop in Athens and landed at JFK in NYC.
