buy a crochet needle and some yarn and just keep looping chains and form them together...simple

First you need to know how to crochet. If you don't know I would recomend going to http://learntocrochet.lionbrand.com/
They also have patterns you can use to crocket your first scarf. Stick with the easy/beginer patterns.
