A Reference List is a list that includes the essential bibliographical details for each item to which you have referred in the body of your paper. It should ONLY include items to which you have made direct reference.
A Bibliography is a list that includes all items, which you have consulted in the preparation of your work, whether you have referred to them in your paper or not.

You should always provide a Reference List. A Bibliography is optional but when provided it should include all items in your Reference List as well as any additional items consulted in preparation of your work.

My understanding is referencing means a citation within you paper or whatever project you are working on. Like if you make a statement that you derived a book.. you can reference that book right in the body of the paper. A bibliography goes at the end of your research paper and lists all the sources that you used in working on your paper.

The (annotated) bibliography is the page at the end of your report in which you cite all of your sources in proper format and describe what you learned from each. Referencing is looking into books and such to find information. I believe you meant making references, which is designating in your paper who or what you are quoting or paraphrising.
