ie: to monitor people who are not suspects.

I'd be very suprised if it doesn't happen, but have they ever been caught red-handed?

Fair point Christine, but I'm thinking more about the computers in homes and offices, not in public.

They could be using THIS site to monitor the public!!!!

If they wanted to monitor the public (in public places) they have every right to do so. There is no reasonable expectation of privacy out in the public, so they may do whatever they wish.
