I don't know if you mean 18 C or 18 F...

If 18 C (64 F), then maybe because outside you are more likely to be moving about and using up energy to warm yourself, exposure to sunlight (which makes it feel warmer, i.e. if it's hot with sun it feels hotter, if it's cold with sun it's not as cold), or differences in humidity (but humidity usually doesn't have any effect until 22-24 C+ (72-75 F)

If 18 F (-8 C), then it's REALLY cold!

I assume you mean degrees Celcius. 18 C is 64.4 F, which I agree feels warm outside. But, in fact, I would say that it's also comfortable indoors. I think the major factor that differentiates the two is humidity. Even though humidity makes warm air feel warmer, it also makes cold air feel colder. So different humidity levels could easily make 18 C feel warmer outside than it does inside.

I have an advanced degree. Not in that kind of science though. If I want to know something about science, I ask either Brilliant Blue or Darkly Dreaming Scarlett. However, I do know a thing or two about various mythologies, world history, assorted theologies, philosophy, sociology, genetics, paleontology and biology. That psychology thing, well , that just gives me fits, LOL Oh, and at one sad point in my life, I did memorize the bible. Forwards and backwards.

I'm sure it's concentrated air. For example, when it is below 32 degree's outside, Ice cream should be kept fine, but it does't. It gets all yukky & spongy. Yet, in the freezer, it stays hard and firm at 32 degrees. It's the percentage of moisture in the air and concentration. Bottom line. 18 degrees is about 60 degrees below brrrrr!

being outside you wear more clothes such as your coat, hat gloves etc etc. But if you are wearing the same exact thing and you still feel colder indoors, it may be because of the sunshine outdoors. OK maybe this David kid is right...you probably are talking Celsius! Because 18 Fahrenheit is FREEZING!!!!

Its all in your head, 18 degrees is pretty damn chilly regardless of your location.

We EXPECT to be warm indoors and also tend to wear more clothing outside.

because outside you're wearing long underwear, fleece pants, wool shirt, sweater, ski pants, wool socks, waterproof boots, ski jacket, ear muffs, goretex gloves, hat, muffler, and balaclava....

inside you're busy gettin naked and chasin the misses around the bed....
