This year I have a ton of pine needles, where as last year I had a ton of pine cones. Do these trees cycle yearly like this?

Pines have what is called a foliage rotation where the tree sheds its old foliage after it reaches a certain age. In most pine species it is three years (so every fall the tree loses 1/3rd of its foliage and then produces new foliage the next year) although there are other intervals as well. So you could have more needles one year than the next if three years ago the tree experienced a lot of new growth. The amount of growth is entirely based upon the environmental conditions and the physiology of the tree.

As far as the cones go... the cones are the mature reproductive organs of gymnosperm plants. Plant reproductive cycles can vary as well based on the environmental conditions and the physiology of the plant. A variation in cone set works in much the same way that flowering trees have heavier flowers sets some years than others (flowers are the reproductive organs of angiosperms). Certain things that can cause a heavier cone set one year versus another is stress (if a tree is stressed they will divert more energy towards the reproductive process), or if a year tends to have greater environmental moisture i.e. rain (increases the likelihood of the seeds in the cones germinating).

I don't know about pine trees specifically, but lots of plants do this. For example, last year my walnut tree produced a ton of nuts, and this year we only had a few. It's both a response to the yearly weather patterns, and internal physiological processes that aren't well understood by scientists.

Each year they produce new growth on the branches, but the pine cones could come every couple of years.

I don't think so because this year we have both. The needles came down in the recent windstorm and as I was raking them I found lots of cones on the ground also.
