"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." Also known as the "States' Rights Amendment," or the most violated amendment in the Constitution.
Especially that part about "to the people." The idea was that there were supposed to be limits on the Federal power under the federal Constitution, and then each state writes a constitution of its own. Those powers not specifically granted to the state in its Constitution were then powers the people were to retain for themselves. That is, the daily operation of their personal lives was theirs, not the governments. And those things that are not listed in the U.S. Constitution are up to the States to decide, each in its own way.
Like I said, the most violated of all the amendments.

The 10th Amendment stands for the principle that the Federal Government may not encroach on the reserved powers of the States, nor interfere with the States within the limits of State sovereignty. Those rights not addressed in the US Constitution are left for the individual states to handle.

It's used by lots of state governments as a loophole to get around federal laws. It's also commomnly used as "constitutional grounds" preventing Congress the right to pass any law it sees fit.
