Search the FDA website. It will tell you what the criteria are for such things as toxicity, radiopacity, half life, radioactivity, biocompatability, etc.

for diagnosis radioisotopes would be chosen on the basis of whether or not they would kill the patient, i would hazard a guess that the same would hold true for therapeutic use
