At a halloween party that we had, we "wrapped the mummy " using rolls of toilet paper. Having groups of two, one person wraps the other with the roll. Whichever group has the best looking mummy, wins! Gets kind of hard because the toilet paper tears when hurrying and wrapping around the person.
Another idea is to hang donuts on a string, put hands behind back and see who eats the most donut in a set amount of time.
Musical chairs with Halloween music.

You can buy 3 witch hats from the dollar store. Take thick paper plates and cut out the middle so you make a ring. Make 3 three rings. Put some small priczes along the rim of the hat. Put he hats in a row vertically. They players have to stand behind a line and get 3 rings and try to ring the top of the hat. If they get it they get to pick a prize on the hat brim. Give a Halloween candy to the losers so everyone gets something./ You can do the same thing but instead buy different types of halloween containters like cauldron, a pumpkin pail, and halloween bowl. Just use a bean bag or what ever to throw in the the contaners. Put prizes in the containers. They stand behind a line and toss the bean bag into the container. You can play musical pumpkin. Buy one of those small pumpkins at the grocery store hand size in the vegetable ilse. Then everyone sits in a circle. Put a container with halloween candies in the middle. Some plays music and while it plays pass around the pumpkin. When the music stops whoever is stuck with the pumpkin is out but gets to take a candy from the bowl in the center. The last person wins a bigger prize. Halloween fishing. A fun game for toddlers is, buy a plain plastic shower curtain at the dollar store (not clear). Decorate it with halloween pictures, drawn or cut outs you can buy. Just tape them on. Pin the nose on the pumpkin. You can buy these ore easily make them. Halloween pinata.

Bobbing for apples and pass the eye...
Peel a grape and have the kids close thier eyes and pass around objects that feel gross (but are really just harmless foods) and tell them stories to coincide with the object (Like the old man that lost his eye in the cemetary and now he has since died but is still looking for it...
Have someone with a creepy voice say "Eye, eye who has my eye?"
Or the witches fingernails... using potato chips... Have them try to guess what they are...
Pass the peedled grape around and see who screams first...
It's makes for great fun!

lets see,,, you can hang the apple from the celling and try and get them that way... we did it , it was fun no water no mess all fun.. twister for the kids is fun guessing games like get grapes and peel them and then put them in a bowl ... you could get spaghetti and cook it cover their eyes and have them put their hands in it and have them guess what it is just do a couple of different things you could do a cake walk stuff like that ... hope that helped alittle have fun be safe...
