I'm a Floridian moving north and am building in Tennessee. I plan on converting my basement to a living area and want to know besides adding fiberglass between the 2/4's is there anything else I should do. i.e, cover blocks with plastic, add foam insulation, etc.

You might check local codes to see if anything is required. Alot of people don't get permits when they do a basement remodel though. As long as you know what you're doing. Remember, that's why they have licensed electricians and such. I'm a contractor in Indiana, I usually leave a space between the block wall and the stud wall. You're going to get some moisture on the blocks no matter what you do and if the insulation and 2x4's aren't touching this moisture you have a better chance of eliminating mildew. Alot of people use a vapor barrier, I don't personally, the insulation has a vapor barrier on it. Don't forget to insulate by the outside bandboard where the upper floor joists are resting on the wallplate. You can get alot of cold air through that area if you don't insulate it well. Treated 2x4 bottom plates should be used also. Some people like to use moisture-rated drywall (green board) for the bottom course of wall board. If you're doing this yourself, then you've probably got some carpentry skills. So don't think I'm trying to talk to you like you're an idiot. Alot of people that have done this before forget things sometimes. Good luck with your remodel.

I would paint the blocks with a dry-loc. Or some sort of waterproofing that can be applied to the interior block. If you have access to the top of the block you can add vermiculite to the block cells. That is assuming you can look down inside the wall.
If it truly is a basement (underground) you really don't need a lot of insulation. The earth/dirt will provide it for you. That will do more that any fiberglass.

theres insulation for basement walls that are in rolled up sheets forgot the exact name of it you could also use aluminium 2x4 for your framing to hang drywall its designed for basements better go looking at your local homedepot or lowes

Fur out your walls with 2x2s use vapor barrier 4mil poly, then 1-1/2 styrofoam then sheetrock
