Try Yahoo! Travel. Or cheapoair.com. But, from experience it's usually Northwest airlines giving the cheapest deals from USA to Manila.

You might wanna make a short stop over at Singapore or Malaysia and change to a budget airline which will only cost you ard $100 in local currency per tix.
Several of my foreign frds always do that.
Cheers!

I have been there 4 times from Ohio and I found that Northwest has the best prices, better than the discount websites.

Between Travelocity.com and Orbitz.com you should cover pretty much most of your options. Whichever airline you choose sign up for their miles program - even of you think you'll never fly with them again. You'll never know. It's free and painless, so why not?
