Short shifting means shifting at low RPMs.
With a manual transmission, you can wait until redline to shift which gives you maximum acceleration - that would be the opposite of a short shift.
If you want the best MPG, you shift as early as you can without bogging the engine - that is short shifting.

simply put, a short shift is just that. to easily answer this. lets say that you have 3 people racing the same vehicle, the best shift rpm to get the best acceleration is say 5500 rpm. a short shift would be at about 4800 rpm, then the perfect shift at 5500 rpm, then the over rev which would be anything above about 5600 rpm or higher...
