I guess the only way to keep your cost as low as possible is to work out of your home or do it online. Create yourself a website. I guess it depends on what line of work you want to get into.

Andy, I hate to disappoint you, but that is not likely to happen.
However, if you are serious about starting a business, and I assume you are talking about online, the closest thing to "free" is probably setting up a website as an affiliate marketer.
You will have a web hosting fee for your website but there is no fee to join most of the merchants. Commission Junction and Linkshare are two you can look at.
Now you should know that just because you build a website, that doesen't equal instant traffic or sales. You have to promote and advertise your business. That cost money. You can start off with very little and build it as you go. It also takes a lot of time investment.
But if you are really wanting to do this, then you will find a way. Get signed up on some free newsletters and learn what you can from all the free stuff before you jump into the deep end.
You can learn a few things from the articles on this site for starters.

Well it is a nice thought; but I don't know of anyone that can start a business for free. You need some type of advertising; you need a product or service to sell.
